Well seeing as this resolution is pretty much word for word the Hamas list of demands this is not a surprise. 

They call for Israel to give up all of its military operations in exchange for a pinky promise that Hamas won’t attack again in the future? No disarmament, no consequences, no security guarantees. 

Why would the US vote for that? 

It’s exactly what Hamas wants. Time to rearm and restart the daily rocket launches at Israeli cities. 

Now if the resolution included the surrender of Hamas and disarmament in exchange for Israeli withdrawal and a ceasefire, then it would have been passed by the US. I wonder why they didn’t choose to send that to a vote?

France and the UK like to pretend that they are allies of Israel. In reality, they very often side against Israel (such as effectively demanding Israeli surrender in this resolution) and generally do virtually nothing to actually support the country, economically, diplomatically, or militarily. 

Luckily, the UK is just at most a minor player in the Middle East with highly limited influence, and France is retained by much more sane countries due to the need for unanimity in the EU when it comes to foreign policy.

The reason this was vetoed was because it never actually called for a ceasefire at all. It never had any mention of what Israel should do, only what Hamas should do, so that they may "consider" a possibility for a ceasefire in future.
